The block development between Friedrich-Ebert-Platz, Rathausstraße, the Volme River and Holzmüllerstraße was to be renovated in order to make the city centre of Hagen more attractive. The town hall was demolished with the exception of the historical part on Rathausstraße. The City-Fachmarkt department store, adjoining car park and tower block were retained.

The new development consists of a combined office and shopping mall building as well as an extension to the car park. The newly created office areas will be used by the municipal authorities in Hagen. Two further standalone buildings were constructed in addition to the shopping mall: one is an office and commercial building and the other an additional municipal administration building between the new block development and the Volme River.
