PPP model for grammar school in Schwarzenbek

The building of a new grammar school in Schwarzenbek will be realized as a PPP project. Drees & Sommer provided comprehensive support for the project up to the invitation to tender.

For the first time in Schleswig-Holstein a school building and its long-term operation are being planned and implemented as a Public Private Partnership. According to an estimate, the cost of the PPP model is more than 10% lower than the cost of "go it alone" implementation by the city.

In the winter of 2004, the City of Schwarzenbek commissioned the Drees & Sommer's Hamburg office with the preparation, management and execution of a pan-European PPP invitation to tender for the construction of a four-stream grammar school with a three-pitch sports field and grounds. In early 2005, Drees & Sommer developed a specification of services based on numerous preliminary studies. Following the decision to go ahead, these were sent to five potential bidders. The PPP experts were also responsible for the preparation, moderation, evaluation and presentation of the intermediate and final results to the various bodies. The investor selection process was carried out precisely within the agreed schedule in accordance with the milestone plan. The Owner, consultants and bodies involved worked together harmoniously with open and constructive communication. Following ratification of the award proposal by the city council and of the PPP contract by the Local Government Supervisory Authority, bidding consortium Müller-Altvatter/Kind was awarded the contract and will commence work at the end of this year.
