The municipality of Nissewaard had to reconsider the accommodation and development strategy of the town hall. Major maintenance was required regardless, and as part of that, the municipality wanted to explore whether a change of direction from office to more home-based work was the future. Sustainability issues could also be included in the property strategy. Drees & Sommer conducted a comprehensive user survey on behalf of the municipality of Nissewaard. From the various proposed accommodation concepts, the municipality chose one for further detailing. The redevelopment assignment then consisted of two parts: guiding the design process of the accommodation concept and its implementation. In specific terms, this involves 5,700 m2 of office space in the city hall of the municipality of Nissewaard being redesigned. 

In the new floor plan, more than 400 flexible workstations have been created for the municipality’s approximately 650 employees—the study also found that people tend to spend 60% in the city hall and 40% working from home. Moreover, one of the starting points for the accommodation concept was to create an inspiring working environment with space for activity-related work and informal meetings. With a varied use of materials and a rich color palette, zones have been created, giving spaces their own, recognizable identity. The design by BuroNVDS, featuring an open office space with plenty of glass and vibrant colors, is truly focused on communication and task-oriented work. 

During the renovation, Drees & Sommer coordinated the realization of the interior: the progress of the work, reviewing the execution against the approved design, and checking the quality delivered. During the implementation of the renovation, the facilities were also upgraded and various multi-year maintenance plans were included. The office wings that were being converted were in use during the implementation phase.
